The following letter was personally presented to, and signed for, by the offices of US Senators Christopher Bond (R-MO) and Claire McCaskill (D-MO).  Don’t think for a second I take presenting this letter lightly. The Department of Justice has been obstructing a criminal tort two years overdue that is a matter of “true” National Security to your health, your safety and our Nation’s economy.  The letter clearly outlines what has been deliberately done to the health and safety of the American people and why Alberto Gonzalez is guilty in obstructing of a “Crime against Humanity”, Treason, and violations of the Racketeer Influenced Corrupt Organizations (RICO) Act.

The stress to me caused by presentation of this letter implicating both Missouri Senators is taking a profound toll on my health.  Bond’s office has responded, stating they will do nothing. His office told me we have to trust the DOJ and Alberto Gonzales.  Senator Bond needs to be removed immediately by initiatives and referendums – then prosecuted.  Senator McCaskill’s office in Kansas City has forwarded the information off to Washington DC.  I am waiting to hear back from them.

Most Americans know our health, pharmaceutical, insurance, legal industries have become nothing but criminal enterprises; but fail to see how they work together to “exploit” (extort and murder) the American people. There is more truth on the “Comedy Channel” and the Sunday comics than there is on our combined major “news” service channels. This level of industrial collusion became possible with the technological advances in computerization and communications over the last fifteen years. You haven’t noticed it because you’re kept busy with the unnecessary daily bureaucracy in your life that our legislatures have intentionally put there; and a media that has you focused on Iraq and ridiculous trend issues rather than those destroying your savings, your health, the infrastructure of our country, and the future of your children and grandchildren.

Background

If you found yourself in the middle of a seven year, controlled factory experiment to test genetically targeted “next-generation” fuel additive bio-toxins on human beings; what would you do?  The only purpose for such a developmental experiment is to release these chronic toxins on the public and create induced illness for corporate profit through the medical industry; and to reduce Social Security and pension liability. You have watched the effects of these bio-weapons raise your fuel prices; triple our amount of illness and pharmacies; raise medical and insurance costs; create phony programs and legislation; and divert trillions of profits to the legal, medical, insurance, and media industries.  How far would you go to stop millions of Americans from being intentionally poisoned and possibly killed by our government and industry?  Would you give your life? I’m a veteran and a father.  In early 2003, as an eye witness to such a heinous “Crime against Humanity” and against the American people, my fate was already sealed.

I researched the pathology, treaties, legislation and public laws allowing this criminal action to continue.  I spoke with dozens of doctors and attorneys. I spoke with law enforcement from the police - to the FBI - to Criminal Chief James Crowe of the local federal Attorney General’s office. I filed a federal tort with the Department of Justice.  No one is denying this, and some even admit it.  All in government refuse to do anything about it, claiming it’s too big and there is too much money involved in this crime to stop it.  Our legislatures on all levels have put in place the means to obstruct investigation and prosecution.

The only difference between the general public and me is that I understand the false programs and legislation sold to the public to allow this crime and stop disclosure of it.  Programs like the EPA mandated fuels, the HIPPA privacy act, the Missouri Gateway Clean Air Program, and tort reform are all legislation and programs sold to the public for directly opposite the intended purpose. In the meantime while I pursued this, my life was invaded through the very illegal domestic privacy invasion and domestic terrorism US Attorney Gonzales denies exists.

The following letter remains “as delivered”, with the exclusion of the names of the victims for privacy purposes.  Most of the victims and survivors of the accelerated experiment do not even know what took place. The rest are helpless.

Dear Senator Bond and Senator McCaskill,

I hope this letter finds both of you well. The purpose for this letter is to request your help in resolving a tort outlining a matter of National Security and threat to the American people that those below your level of power are scared to address, due to the magnitude of the problem and the fear they have of the government that they have lost faith in.  Like most Americans, I have lost faith in our entire government for good reason, but I have not lost faith in the American people or my personal civic responsibility. You are two of the most powerful people in the world. I respectfully request that you tell me what you can do; not provide reasons why you can’t do anything. 

I address you on an issue in which both of you are already aware. This request, in conjunction with the subject tort on file, is a matter of National Security of the United States in regard to a “Crime against Humanity”, unconstitutional Treason, and a violation of the Racketeer Influenced Corrupt Organizations Act (RICO). I hope you both respond accordingly and in a timely fashion.  The federal tort on file and reprisal for filing it involves several industries and federal agencies, the United States Congress and the Executive Branch.  The tort was titled as “The Tort of Mark S. Serati” by the Department of Justice as though it is a personal issue.  While the personal threats, harassment, malpractice and assaults to me for years are a part, the content of the tort detail a crime against the People of the United States of America.  This letter is divided into two parts, the public issue and the personal issue. As the public issue is of the greater concern, it will be addressed first.

Our medical, pharmaceutical and healthcare costs have continually escalated.  Most Americans know our system is based on corruption and profit, not having the national health as their primary interest. Many Americans suspect the general public is being intentionally poisoned through controlled means to raise healthcare demand, thus creating the rise in costs.  Like both of you, and the professionals in the medical, legal, and insurance industries; I don’t suspect; I know it’s being done.  The details of the public tort regarding false programs and complicit state legislation are listed in the tort and more specifically on my website: www.mark-serati-for-governor.org. There is no possibility of me becoming the next Missouri Governor, but I’m hoping people will read the website and understand at all levels just how inherent the corruption and deception in our system has become. I don’t even request donations.

The subject tort outlines a factory generic experiment on misinformed, uninformed and unknowing immigrants and citizens of the United States. The tort was run by William C. Cottle at Associated Equipment Corporation in St. Louis, MO, between approximately 01/96 and 03/03. Mother and wife **** ****** (a US citizen), was murdered as a result of AML Leukemia by the exposure to these bio-weapons. ** *** and ***** **** had organs removed.  ******** ******* suffered organ damage and was treated for five months. *** ******* and others suffered neurological damage, became violent and were terminated. Only miscarriages and forced abortions for severe genetic abnormalities resulted in the later years of the experiment. It was a multi-cultural facility. Realizing in hindsight that specific races predominantly exhibited specific illnesses and symptoms made me aware this was not only bio-weapons testing, but ethnic bio-weapons testing. The criminal tort was immediately stopped when I became aware in March of 2003 and started legal inquiries.

The tort was financed in large part by a multi-million dollar contract for commercial battery chargers by the Army Communications and Electronics Command (CECOM).  The contract arrived the same time Cottle did, and the company was brought into, and out of bankruptcy under Cottle’s supervision.  The medical portion of the illegal experimentation was led by STL Washington University Medical School and affiliate BJC hospital conglomerate.  STL Washington University was one of the six medical universities involved in unraveling the genome code.  I encourage you, Senator MsCaskill, to read my website section titled “US Bio-weapons Program”, and reconsider your position on Embryonic Stem Cell Research (ESCR); another program for false objectives that will undoubtedly go to STL Washington University Medical School and BJC as well. It’s nothing but the final stage of genetic bio-weapons development. 

A large list of victims is available in a report to the FBI in the body of the tort on file. The point being that there was no voluntary, informed consent involved; and IRB protocol for human testing was completely ignored. The immorality of this bio-weapons experimentation was as heinous as the concentration camps at Auschwitz, just completely deceptive and less graphic. William Cottle is a lifetime, CIA “toxic tort” clinical trial specialist and assassin; doing “consulting’ and “special assignments” around the United States before coming to Associated Equipment Corporation.

I did sign a consent paper one morning in around late 1995/early 1996, about eight months after my arrival. I was told by Cottle that chemicals were left in the old building and were a concern. The company wanted to conduct blood testing later to assure there were no health affects.  Cottle told me the consent was required for insurance purposes. If I didn’t sign the paper, I would have to be terminated immediately. A man named Bob Farrar was present. After signing, I requested a copy and Cottle refused.  A month later when I asked when the blood tests were scheduled; Cottle replied the chemicals were being removed and there would be no blood tests. I requested the paper back and Cottle said he had torn it up.  I didn’t know until early 2003 that Cottle was running a human experiment and his intent was to kill me in the process. This is not “voluntary” and “informed” consent.  No company blood tests were ever given, but I assure you an experiment was ran. I was a Quality Assurance Engineer by profession before being disenfranchised by the Government.  

What I learned just earlier this year is that Title 50 USC, Chapter 32, Section 1520 (effective between 01/96 through 01/04) illegally allowed such testing. This bioweapons legislation gave the Secretary of Defense permission to contract out the testing and use of bio-weapons on all citizens of the United States without their permission, knowledge or consent. The legislation required only the notification of the Chairman of the Armed Services Committees of the House and Senate, and local politicians; thirty days prior to using bio-weapons to chronically poison or kill any American or groups of innocent American citizens. Now I understand why Attorney General Criminal Chief James Crowe once made the statement; “If the US Defense Department is doing it, it must be legal”. Criminal Chief Crowe’s statement was shortly proven incorrect by the public disclosure of secret prisons, illegal torture, War Crime charges, and prisoner abuse at Guantonamo and Abu Gahrib. He is also incorrect in this particular case.  Intentional poisoning and resulting murder is a criminal offense.

Senator Bond, your office staff in St. Louis, MO, researched the subject and stated informed consent was always required.  That’s not true; and they know it. The United States Office of Research Integrity at the time required only the “consent” of local politicians to poison or kill their own constituents through these community epidemiology and workplace bio-toxin and bio-weapons development projects. While I didn’t know the legislation this policy was derived from until earlier this year as previously stated; I knew somewhere it existed.  The policy requirements have been changed to comply with the current legislation (section 1520a) passed in 2004, again requiring informed consent.

The United States government not only passed Title 50 USC, Chapter 32, Section 1520 (01/96 through 01/04) to allow the Secretary of Defense to injure and assassinate innocent Americans by contracting “accelerated” and epidemiology chronic bio-weapons experiments on public communities and workplaces, but the Public Laws in “defining bio-weapons” were specifically written to exclude bio-toxins in chemicals and pathogens intended for “peaceful purposes” (like gasoline), and delivery systems for those bio-weapons (like automobiles and power-plants) for “peaceful purposes”.  What the law also intentionally excludes is that the “intent” to use those bio-weapons and delivery systems to purposely do harm is a crime.  The definition under “domestic terrorism” by the FBI intentionally excludes an intentional toxin, pathogen, or viral release by our government as a crime, unless an explosive device is used for distribution. If a foreigner does it – it’s “terrorism”. 

As an analogy, rat poison and anti-freeze are toxins for acceptable peaceful purposes.  Spoons and coffee cups are delivery systems for food.  If a wife uses a spoon to put anti-freeze or rat poison in her husband’s coffee and slowly poisons him to death, is it not a crime?  Intentionally creating fuel blends and modifying hydrocarbon ligands to target organs, immune systems, and blood of genetically susceptible races and controlling distribution in geographical areas is no different.  As you are both attorneys and representatives of the People of the United States, please correct if I’m wrong in this respect. The use of intentional bio-weapons on the American public for corporate profit is probably the largest crime and act of Treason in the history of America; at least to my knowledge and certainly the general public’s knowledge.

Even with the revised legislation of January, 2004 which again requires informed consent, I have a couple of questions.  Since the development, testing, or use of bio-weapons on the American public violates all state assault and murder laws, and international law under the Chemical Weapons Conference; exactly how do these few paragraphs of legislation make it legal? If an elderly terminal person in pain can’t sign a piece of paper to allow Dr. Kevorkian to assist in suicide; how do you draft legislation to allow healthy men, pregnant women and children to sign a piece of paper to harm themselves, their fetuses, and potentially be killed from these genetically targeted and toxic environmental bioweapons?  Intent to harm is automatically applicable in the “weapons” portion of the word “bio-weapons”.  This whole section of the USC code is illegal and violates all laws, especially when you witness your co-workers killed, suffer organ removal, become mentally unstable from neurological poisoning, and be exposed to nothing but miscarriages and forced abortions due to severe genetic abnormalities.

Now we come to the latest question in our legal system, the issue of “intent”.  I read a Supreme Court ruling recently that reversed the lower courts decision to give awards to stockholders whose companies suffered from fraud committed by their Board of Directors and company officers.  Even though it was clear the company and finances had been structured to hide the true nature of the financial standing of the company, the Supreme Court ruled “intent” must be proved.  Since a defendant has the right not to testify, the only other way to prove “intent” is to legally prove someone can read minds; and then have them read the minds of the defendants.  It’s a ridiculous and absurd standard.  Even though it looks like a duck, talks like a duck and walks like a duck; the Supreme Court states it’s not a duck until the duck testifies and states it’s a duck.  I guess there are no more ducks - or corporate criminals. What I’m positive of is that there are no more ethics left in the Supreme Court of the United States of America.

It’s going to be harder to claim there was no “intent” that these bio-weapons were intentionally used on the American public for corporate profit. The public has watched the number of pharmacies triple over the last decade and pharmaceutical profits expand by billions. The pharmaceutical industry directly influenced the Bush Administration for the first years of his party and presidency to obstruct and block ratification of the Chemical Weapons Conference (CWC) Treaty.  The Senate previously held a very rare “closed door” session on the CWC treaty in 1997, just one year after the illegal USC 50 legislation was passed.  Maybe you were there Senator Bond. Why would a Treaty to ban Chemical Weapons be “secret”, unless you had no intention on banning their use?

Illegal legislation was specifically passed to use bio-weapons on the general public, and Public Laws and policy were intentionally structured to relieve all federal agencies from responsibility of detecting, forcing investigation and prosecution of this crime. I would definitely state that establishes “intent”.  If the general public had the perceptive ability and technical knowledge to understand chronic environmental bio-weapons that they can’t hear, see, smell, or taste were the cause of their child’s scoliosis or asthma; their personal tumors, respiratory or gastroenterology disease; or their parents cancer or Alzheimer’s disease - I wonder what their reaction would be. How would they feel if they knew their doctors could have disclosed the true cause - but didn’t, while countless others continued to develop the same disease from the same intentional bio-weapons and get richer.

There is no question our economy is suffering as a direct result of these indirect costs to our healthcare.  Former President Clinton recently cited statistics that our Nation’s overall health is poorer than Canada’s, but our healthcare system is proportionately 700 billion dollars more expensive annually.  If you add in the generated profit from the insurance and legal industries as a result of more indirect costs from this industrial collusion, I don’t even think it’s arguable that this crime is not destroying our Nation’s economy, infrastructure and the middle class of America.

In summary of the public tort section, the questions are this:

1. Is it a crime to intentionally poison the American public for corporate profit?
2. Is intentionally poisoning the United States public with chronic bio-weapons a matter of National Security?
3. With all the legislation, programs, and policy designed specifically to execute this criminal tort on the public and avoid jurisdictional authority; is there “intent”?
4. Is diverting over a trillion dollars a year from our infrastructure to the indirect costs of the medical, insurance, pharmaceutical and legal industries a threat to the national economy and National Security of the United States of America?
5. Could over a trillion dollars a year be considered enough reason to establish motive for industrial collusion?
6. Is such industrial collusion a violation of the RICO laws?

If you answered “no” to these questions, please resign immediately from the US Senate.  If you answered “yes” to any one or all of these questions, please comply with the following requests in the following order:

1)      Contact me personally and immediately regarding this situation.

2)      Provide me protection through one of the numerous federal programs (at my discretion) designed to do so for just this type of circumstance regarding victims and witnesses of federal crime

3)      Allow my situation to be disclosed publicly and assign a “special prosecutor”

4)      Present this to the appropriate committees of the House and Senate committees to suspend the Bush Administration, with impeachment proceedings and criminal prosecutions to follow

5)      Notify Attorney General Catherine Hanaway (Eastern District of Missouri) of her lawful obligation for the DOJ to meet with me and discuss this matter, resolve the numerous torts in a civil manner, and file the appropriate criminal charges for those involved without any more torts or attempts on my life by, or on behalf of agencies and contractors of the United States Government

6)      Provide the name(s) of the judges authorizing the illegal warrants for surveillance and obstruction of my present internet services, email, US Postal mail, telephone taps (home and cellular), and electronic and former physical surveillance.  Please also provide the specifics under what law these actions were taken and what false reasons were given for their approval.

7)      Arrange for me to testify before the House and Senate on matters of ethics, government corruption, corporate criminal action and whistleblower protection.  When I testify, I’ll be more than happy to disclose the harassment entailed as a result of these illegal domestic privacy invasions, which is never discussed publicly.

Understand I’m giving you the reason to remove an Administration that has no business being there in the first place. I fully realize your part of that party and ideology Senator Bond; but you and Senator McCaskill, along with your colleagues in the United States Senate have the power to start this country back on the right track – right now. I am more than willing to testify, submit to lie detector tests and produce evidence and witnesses (if they’ll be protected).

If I remember the latest statistics I heard, our education system is now 37^th; our healthcare system is now 7^th in care, despite being far more expensive than all those

rated higher; our bridges are falling down and being closed, and our dams are in worse condition; over half our rivers and lakes are polluted; the air is being intentionally poisoned: and last but not least: Everyone in the entire government for the four years since I have known about this have been scared to publicly disclose that this illegal program to intentionally poison our own citizens is wrong for fear of reprisal. I have watched numerous criminal acts by doctors, attorneys, and judges to keep the truth from being disclosed and documented.

Those that will talk about it all agree it’s wrong (with the exception of a few research doctors), but are obviously scared even when they talk about it. The degree of coercion on doctors to stop them from practicing ethical medicine and for attorneys to practice ethical law is unprecedented in my lifetime. Our judges make decisions based on politics, not law.  C-Span is presently more like watching bad theatre with a good cop/bad cop plot to promote an established agenda; rather than the legislative branch of the most militarily powerful and influential country in the world debating the future of its Nation.  The US public is disgusted and scared, and the rest of the world despises us and hates us. Even after all the reprisal I’ve been through, I still love this country.  The government is corrupt and the average American is a moron, but that’s because of the government’s control of our education system and a censured media. 

Both of you Senators know the United States will increasingly be forced into a global economy through technology and world population growth. You also know we can’t compete globally as an uncontrolled capitalistic nation, giving all our wealth to individuals through corporate fraud.  You also know we (America) can’t compete as a team in a global economy when our players (labor, management, and ownership) are busy extorting, robbing and murdering each other through intentionally obstructive and conflicting legislation and policies; and unequal enforcement of the few laws that still make sense. I firmly believe we have reached the point where more of our economy goes to committing fraud; the spoils of fraud; and covering up the fraud than does to the actual intended purpose of the monies themselves.

The Bush Administration is skewing the variables and fraudulently “cooking the books” for this country’s appearance. When the illusion of propriety costs too much to absorb, what is the US government planning to do?  Will it engineer another “false flag” operation like 9-11, and break out the guns domestically as the rest of our freedoms are removed in the name of “freedom” and “security”.  I watch as corporate corruption forces the removal of American freedom and values, and socialize the next generation to accept it through our educational system, workplaces, media misperception and needless fear of foreigners.

American “National Security” to most Americans means the health, safety, opportunities and economic security of themselves, their children and their country.  I’m no different, with the exception that when I’m confronted with my civic duty, I do what it takes to ensure those safeties, opportunities and securities. We are entering a world of ever increasing technological knowledge; and the abuse of power that stems from those technological advancements. Bio-weapons technology is the most dangerous thing known to mankind. Ordinary religious people pray for change.  Activists yell and protest for change.  “Justice” groups assimilate activists; take their money through donations; and allow the social injustice to escalate and collect more money – simply by not filing the few pieces of paper necessary to force the legal confrontation to question the corruption and make the changes needed.  Then there are people like me that act within legal guidelines and file the necessary paperwork like Unfair Labor Practices and federal torts to try and force illegal and conflicting legislation to be reversed. Always remember I didn’t choose this life, the government chose it for me – twice in my life; by needlessly killing innocent people in front of me.

In regard to my personal situation and all the privacy invasion and criminal torts committed against me for federal whistle-blowing, I simply ask you to comply with the previous requests.  I have presently come to another impasse with the Department of Justice, or should I state another case of “unlawful obstruction”.  The subject tort was filed by mail on February 26, 2005 to the US Department of Justice directly through Alberto Gonzales. The government received it and distributed it to two pages of recipients throughout the government (attached). You can obtain a copy of my forty page tort and affidavit in just about any department in the US government, locally at the Department of Justice in downtown St. Louis. 

The tort is required by law to be investigated and discussed within six months, but after two and half years has yet to even be assigned to a DOJ attorney. It was initially assigned to Kimberly Smith, a paralegal at the DOJ.  When I didn’t hear from her, I contacted the DOJ and was told she left her position shortly after reading it. I didn’t doubt it. It was then assigned to another paralegal, Alita Bodolay, who for months told me she hadn’t found time to read it.  During that time it was bounced off the Defense Department and the Department of Labor.  It was then reassigned to the original and proper authority I cited in the first place, the Department of Justice; and Anita Bodolay was officially assigned. Ms. Bodolay refuses to discuss it, have it investigated, or turn it over to a US attorney – despite the subject’s obvious harm to the citizens of the United States and its economy.  Unless the law has changed, statutes of limitations do not apply where intentional obstruction and coercion are involved.  I sincerely recommend you both propose federal legislation extending all statutes for the time President Bush has been in office in fairness to the American people, since there has been nothing but obstruction of justice and criminal acts since his arrival.

The present impasse is with Eastern District of Missouri Attorney General Catherine Hanaway’s office. I spoke with her assistant, Terry Gardy, on Monday July 16^th,

2007, wanting to discuss the tort locally as I originally requested in the tort, but was never contacted locally.  At the time, former Attorney General James Martin obviously chose to transfer instead.  Ms. Gardy was asked, just like Mr. Bond’s staff that day, to execute no reprisal for bringing this up again. Three hours later reprisal was taken. You can view the details on my website “Blog”. The next day I spoke with Terry Gardy again, reported the reprisal and insisted on speaking with Ms. Hanaway again. She claimed Ms. Hanaway wouldn’t be in until the end of the week. It was obvious AG Hanaway is using Ms. Gardy for avoidance. Ms. Gardy agreed it was a matter of National Security at that time, but told me I would have to bring an attorney to discuss it with the DOJ.

Ms. Gardy was previously told why I couldn’t, and wouldn’t get an attorney.  I’ve been legally malpracticed by several attorneys in incidents surrounding this tort. Ms. Gardy hung up on me before I could ask the obvious question.  Why do I need to pay for an attorney for crimes committed against myself and the public; while the DOJ uses the taxpayer money of the victims to defend the criminals that did this to them and to me?  The DOJ should be prosecuting; not defending. Apparently this government not only helps steal taxpayer money to poison its citizens, it now defends the rich ones when they’re caught. 

Please don’t misunderstand me Senators; I’d love to have an attorney that would actually represent me for once instead of blatant legal malpractice and double billing. I’ve talked to dozens over the last four years.  All have said there were several causes for action, but none were willing to take it on.  “Legal Match” on the internet even reversed my credit card to pay an attorney to present my case to attorneys. They sent me a letter telling me there are no attorneys in their system to handle such a case.  No attorney is going to suffer the reprisal, assaults and attempted murder I’ve gone through over the last four years - at least not to expose government corruption for a case the government will never let be made public or allowed to win.  I understand the reluctance of AG Hanaway; the US Attorneys at the Washington D.C. division of the DOJ; and both of you US Senators not wanting to discuss the largest act Treason and industrial collusion in the history of the United States.  The DOJ does not want to discuss the following:

1. the attempts on my life contracted by the US Defense Department for whistle-blowing
2. several counts of legal and medical malpractice
3. the illegal domestic wiretapping and privacy invasion of me that Alberto Gonzales claims is not going on in this country
4. defamation
5. poisoned in an illegal criminal toxic tort with the intent of murder
6. the US government passing legislation to poison the public, and then doing it
7. first degree murder of my co-worker

I turned in the Defense Department, STL Washington University, BJC, and Associated Equipment for intentionally poisoning forty people for over seven years in an illegal human bio-weapons experiment involving first degree murder. I went to the police OSHA, FBI, DOJ, EPA, DHHS, the courts and a dozen other federal agencies and organizations.  They all said it was legal or they didn’t have jurisdiction; while the US government ruined my life and tried to kill me.  Of course no one wants to discuss it. 

A one page employment grievance no one would discuss over twenty two years ago has come to this - asking two US Senators to ask the DOJ to do its job and prosecute illegal bio-weapons usage on the US public for corporate profit.  The government bureaucracy continues to stall while more attempts on my life will be made.  Senators, please end this charade and force discussion of these torts in a civil manner as required by law. I think both of you (should you personally contact me) and AG Hanaway will find me very approachable, reasonable, honest, intelligent, articulate and literate.  My friends that I have had for three and four decades do.  I’ve never changed, our government has. I wish to discuss these matters in a civil manner which the government has refused to do.

This country can’t move forward on increasing lies. My actions have, and always will be in the best interest of this country and its citizens. I took an oath to this nation to “defend the Constitution of the United States against all enemies, foreign and domestic.”  To most Americans it’s becoming clear who the real enemy is. Unlike most government employees, I took my oath seriously.  For the last four years I’ve tried to find one honest person in government; and couldn’t.  I request you respond accordingly, professionally and passionately. Since submitting the letter to our Missouri US Senators, I have also become aware of a man named Samuel Lapari.  He is the head of Medical Supply Chain.  It appears Mr. Lapari’s company filed healthcare fraud violations in regard to a company that is ripping off medical suppliers that are forced to do business through them. This company is gouging the Medicare system (your tax money) and the elderly of this country.  Two senior US Attorneys in Texas have mysteriously died that were involved in issuing subpoenas, and three others were forced, or voluntarily, resigned.  The Attorney Generals fired in Kansas City and San Diego were also involved in prosecuting healthcare fraud.  The US Attorney firings by Alberto Gonzales are not all about vote fraud and performance, their about Medicare fraud as well. Maybe Attorney General Hanaway doesn’t want to join the fate of her dead or fired colleagues.  

Supposedly Alberto Gonzales is affiliated with the firm defending the fraudulent healthcare company, and Jeb Bush is somehow financially involved. Is it just me, or do you find it strange that five US Attorneys are killed or fired in Texas that issued subpoenas for healthcare fraud involving Administration officials and you didn’t hear a thing about it on the news?  That’s right - the mass media told us we wanted to hear more about Anna Nicole Smith, John Mark Carr and Paris Hilton.  You can view more on this subject under the “news” section of Mr. Lapari’s website at www.Medicalsupplychain.com, or at www.Tomflocco.com.

As I viewed and read the content of “News” section of the Medical Supply Chain website, the letter page I was reading went back to the home page; then to my website; then to “No Page to Display”; all on its own in a matter of ten seconds; without me ever touching the computer. I would like to say that was the first time something like that happened, but I can’t.  Maybe Attorney General Alberto Gonzales can try and convince me my computers aren’t on “remote client servers” by the government, but I don’t think he’ll be successful. I spoke with Sam Lapari this morning.  It seems he has been experiencing the same obstruction and privacy invasion I have for several years; used to try and destroy his life and business for disclosing industrial fraud assisted by members of the Bush Administration.  I don’t understand why our Congress allows a criminal like Alberto Gonzales to remain in office, as well as Bush and Cheney; but I can give you a pretty good reason why.

I strongly suspect the meeting in 2004 that Alberto Gonzales testified about before the Congress wasn’t about continuing wiretapping in March of 2004 or data-mining either; as was later testified to.  I strongly believe that the program they discussed continuing even though the law had changed was the US Bio-weapons Program. Title 50 USC, Chapter 32, Section 1520, repealed just a few months earlier, allowed bio-weapons use on the public to escalate illness and corporate profit.  As stated previously in this website, Bush thanked Congress in his 2005 State of the Union address for doubling the NIH budget for “drug research”; where much of this bio-weapons research money comes from.  The programs continue to this day, and our entire Congress is either complicit or morons.  I personally don’t think any of them are stupid at all. 

Our Congress has atrociously deceived the American public for so long they are “all in the same boat” so to speak.  Our media has convinced you that Moslems want you dead; buildings perfectly implode by themselves (9-11); your internet and phone are being tapped for “your” security; and the US is in Iraq to kill them for their security and freedom. Most Americans aren’t that stupid.  I think even MSNBC, CNN, and FOX would find it hard to convince you that you’re getting intentionally poisoned for your own security.  The fact is that our government doesn’t care anymore what the public thinks.  

I realize it’s not politically correct to send a letter no one wants to receive. This is the protection of our savings, health, safety, and the future of our children and national economy. I must do everything I can to inform the public of the false programs involved; stop this bioweapons testing; quarantine the research; and try to have the public bring those guilty to justice. It’s costing lives and a trillion dollars a year through intentionally induced illness and fraud in our healthcare system. The money is being pumped to individuals through corporate fraud and collusion. It’s destroying people lives at all levels of middle class and poor; and the basic infrastructure of our country.

Remember that most fascist “Nazis” of the WWII era didn’t wear uniforms.  They were the police rounding up Jews and oppressing those that spoke out; the doctors committing illegal human experiments; the industrialists abusing the general working population; the German legal system turning a blind eye; and the media hiding the truth from the general German public by disseminating false and misleading information. I believe it was five million Jews that were killed in Nazi Germany, but six million other Germans were also killed for not agreeing with the abuses of their government. If you can’t see this same fascism going on presently in the US, you definitely need glasses.

In regard to public safety here in St. Louis, the co-owner that ran the human experiment at Associated Equipment Corporation in St. Louis, MO, William Cottle, is still there.  I drove by Associated in 2005 at Kingshighway, between Farlin Avenue and Brown Road and realized they had built a “Magnet School” behind the plant.  Think about it. It’s only one hundred yards directly downwind from the emissions stacks and vents controlled by a CIA industrialist who has spent his life poisoning employees and towns for human experiments. Our city politicians and Police Chief Mokwa know it as well as our state and federal officials.  If you know anyone who has children in that school, I’d suggest they get educated elsewhere.  I have no idea what Cottle is pumping out of those vents and stacks across the street these days, but I’m sure it won’t show up in the children for years. 

I turned in my personal physician, Dr. James G. Avery, for attempted murder.  Avery malpracticed and lied to me for five or six years during the experiment, and I have the proof.  His personal nurse even told me about Avery’s deception as not to be a party to murder. The problem is no lawyer will expose it. Avery is a charismatic and brilliant physician, but he would lie to you all the way to your death.  He’s no different than any former Nazi research doctor.  Since being turned in for attempted murder, Avery has been placed on the Board of Directors at BJC Hospitals; named as one of the “Best 100 US Doctors” for a few years; and last but not least – given an assistant professorship at St. Louis Washington University Medical School in charge of “clinical studies”. 

The last I checked, Avery was doing “bone density" studies at St. Louis Children’s Hospital. Let me save you some time “Dr.” Avery. A major contributor to adolescent bone density changes and scoliosis are the xylene in our fuels and other types of chemicals released by our corporations.  I’m sure Avery already knows this. It’s in the chemical engineering safety data; you just won’t find it in most medical websites under “causes”.  The medical industry just wants to make some more money by controlling and disbursing releases, while they take the parent’s money and tell them they don’t know what caused their children’s illness.

The question is: Is the middle class American public stupid enough to keep paying to poison themselves, their children and other loved ones in an an illegal environmental bio-weapons program for profit through costly false programs?  Is the average American so scared to speak out against these criminals in charge of our government poisoning their families that they’re willing to sit back and let this happen?  I can’t help protect you if you’re too scared or ignorant to protect yourselves; but I’ll keep trying anyway.  I have yet to find one politician or bureaucrat in Missouri to stand by me and simply state publicly that intentionally and deceptively poisoning and killing their citizens is wrong.  It doesn’t take a genius to know where this country is headed. 

I honestly don’t understand how Bond and McCaskill can sleep at night knowing that they have a CIA “clinical trial specialist” pumping emissions stacks next to a “Magnet School”; or that there is a murdering fascist in charge of “clinical studies” in the largest Medical Research University and hospital conglomerate in the region.  Maybe they named them “Magnet” schools because they can “stick” these modified toxic “ligands” to the gifted children of the poor and middle classes. 

I’m not being ridiculous.  The original Iraq invasion was named “Operation Iraqi Liberation” (OIL), before Karl Rove made them change it.  Those “mobile biological weapons labs” Colin Powell showed the American public in front of the UN were “latrine pumping trucks”.  Technically Powell didn’t lie; the trucks were biological. It seems every other country in the world already knew it. That’s right, Powell literally handed the American public a truck full of crap as a reason to invade Iraq.  This government loves to rub it your face; just like taking our tax money to protect us from bio-weapons, and using it to develop and use bio-weapons on us so they can steal more money through treating the resulting illnesses through the fraudulent healthcare system.

As previously stated, Senator Bond’s office has refused to do anything about this, and he should be promptly removed from office by the public and prosecuted.  A supervisory aide for Senator Bond identifying herself as Liz Behrooz is the bearer of the bad news for the American public. She said we have to trust the Department of Justice and Alberto Gonzales; the very entity obstructing justice and allowing the poisoning of your families.

Don’t count of the Department of Justice to remove Senator Bond, these criminals are protecting each other.  I will be more than happy to lead the removal of Senator Bond, local Attorney General Catherine Hanaway, and the others involved.  I don’t need your money; only your common sense, your voice, and the willingness to take the action necessary to remove them.  I will most likely be attacked again by the US government for this, but I’m well past caring about myself after what I’ve been through and the harassment I am presently enduring while our elected representatives do nothing but create criminal legislation and refuse responsibility for the actions they cause.

Senator McCaskill’s office has yet to respond from Washington.  One of her aides, a man identifying himself as Cory Dukes in Kansas City, was requesting evidence to substantiate it.  The laws for allowing the public poisoning and jurisdictional obstruction and investigation of this crime are a matter of public record.   I pointed out again the vast amount of federal agencies paid to investigate and prosecute.  They refused to meet with me, accept evidence, or let me give a formal statement and file a formal report. These are crimes as well. 

The Rand Corporation just completed a report to Congress suggesting that our National Guard controlled by individual states should be put under the control of the federal government and “Homeland Security” in the proclamation of a national emergency.  Can you figure out why?  I don’t mean the false reasons they’re shoveling you.  I expected this.  It’s the same reason American citizens will need a passport to cross into Canada and Mexico.  Figure it out.  If you can’t, I estimate you’ll figure it out in about nine months.  If you can’t contact me directly or don’t receive an email response, you can thank Alberto Gonzales and President Bush for the “lone wolf” stalking and the “Patriot” Act.

Thank you for taking the time to read this.  Should Senator Bond’s office supply the response justifying their reason for inaction in writing as I requested; I will post it.  I will keep you up to date on any response from Senator McCaskill. I would strongly encourage you to call Stacy, Lane or Rachael at Senator Bond’s office in St. Louis, MO and request Senator Bond resign immediately.  I would also request you call Jordan at Senator McCaskill’s St. Louis office and encourage the Senator to do the right thing. While you’re on the phone with them, demand that they impeach the entire Bush Administration immediately. The Senator’s telephone numbers are listed at the top of the letter I posted.  If you’re too busy or scared to call; I understand.  Just remember you didn’t call when your loved ones get ill, your portfolio is worthless and the National Guard is standing outside your door to protect you from further foreign “terrorists” attacks that our government committed. Thank you for your time and support in this matter of National Security.

Update: September 6, 2007 

Senator McCaskill's office has responded stating they can do nothing at this time.  Both Senators Bond's and McCaskill' offices have been asked for follow up letters stating why they refuse to intervene on a true matter of national security where the Justice Department is obviouly breaking the law and complicit in this industrial collusion.  Neither office has provided the letter explaining their inaction. 

I guess the current harassment will continue and possibly escalate.  If they do drive me go "postal" someday, I'm sure the media will claim it was due to personal problems - forgetting to mention the government caused everyone of them and broke dozens of laws in doing so.  It would be nice to civilly prove now if law enforcement actually enforced our laws instead of the rich criminals breaking them.  Ask local Attorney General Hanaway why that is at 314-539-2200.   

Terry Gardy of Catherine Hanaway's office was contacted again today.  She was asked if I still need an attorney to meet with the DOJ and excercise my rights and the law.  She remained silent and then hung up without answering my question. It was only a question. The American public are morons and cowards for letting this go on.  Think about it. The media is silent about this website, and hundreds have read it. These are treasonous criminals in our government.  I didn't studder or misspeak. If they are not, then they should sue me and confront me publicly. They won't.  They're traitors and faceless criminal cowards - just like Bush and Cheney claim everyone else is.  Prosecute them all to the fullest extent - right after we find some honest judges and replace the criminal ones.

Unless you don't watch the news, I assume you are are aware that Attorney General Alberto Gonzales resigned on August 27, 2007.  It was less than four weeks after presenting Senators Bond and McCaskill with the above letter, and a week after posting it.  I'm not contending the letter and/or posting had anything to do with it, but I like to think that the "truth" in this country still plays some kind of role.  I realize it's just wishful thinking.  The "truth" in our society has been replaced by escalating fraud and propoganda, and the socialization through our educational system and work experience to accept it. 

Our Missouri US Senators refuse to get involved in intentional poisoning of your families in an industrial/government RICO violation and a  "Crime against Humanity".  What I was told Bond's and McCasskill's offices is that "we" (the people) had to put our "faith" in the Department of Justice and Alberto Gonzales, a treasonous fascist known to the entire American people.  "It's not their job."  A week later Alberto Gonzales resigns in disgrace.  What does that tell you about Senators Bond and McCaskill?  They are guilty of Treason against the People of the United States and the US Constitution.  It tells me they don't represent us and don't belong in office a day longer.  There must be something psychologically wrong with these people to even to show themselves in public, or place themselves in front of a C-Span camera and spew the lies and public misperception they do.

I would like to say we  have the most treasonous, lying, extortionist, murdering President in the history of the United States, but under the new fascist Bush "Executive Orders" and "Homegrown Terrorist" legislation, that may be illegal even though it's true - so I won't.  We have had US Speakers of the House and a Senate with this full knowledge that refuses to impeach Bush or Cheney. The same US House and Senate that passed laws to alllow the poisoning, extortion and murder of you and your American families by the Secretary of "Defense".    

We have a United States Supreme Court that upholds laws that are ridiculous and in violation of the United States Constitution.  In short, all that's left in our government are pedophiles, blackmailers, murders, extortionists, closet gays, and clinical sociopaths.  I can't explain to you how my stomach feels when these people get in front of cameras and talk about "famly values".  Understand all of those in our government have nothing to loose by continuing their criminal conduct.  They are all guilty of crimes punishable by death already, and are just covering each others butts at this point.  They used to give the illusion "justice has been served".  Now they could care less. 

Justice will not be served until Mr. Gonzales; Bush; Rumsfeld; Cheney; Rice; Powell; Ashcroft; our US House and Senate; Missouri Governors Matt Blunt and Holden; State Attorney General Jay Nixon;  FBI Special Agents Bush III, David Thomas, and Roland Corvington; local Federal Attorney Generals James Martin and Catherine Hanaway, several judges, etc.  are prosecuted by the public for this "Crime against Humanity". Some are no longer in office, but were involved.  I know, I purposely involved them. 

Every one of them is guilty. Though bio-weapons use against their own citizens violates the BWC, CWC and WMA and should be prosecuted by the World Court; understand the United States government belongs to none of these moral treaties in their full context, and the US is not subject to the World Court for prosecution. Why? So they can commit these crimes and claim it's legal.  Presidential Candidate David Kucinich is the only one even to raise these issues, and he was purposely excluded from the last Iowa presidential debate for false reasons.  Now he has dropped out of the Presidential race.

Understand that the laws passed to allow such corporate extortion and human atrocities means there is no credible US law.  However, there is still natural (human) law;  the right to defend yourself from those that would harm you.  You don't have to allow our US government and the rest of these industries involved to poison you and your families.  You have the right under the second amendment to assimilate and execute every politician; law partner; research doctor; hospital administrator; judge; local and federal law enforcement management official; and every banking, healthcare, pharmacuetical, communications, insurance and energy corporate executive in the Fortune 500. 

Let me make it perfectly clear I am not making any threats whatsoever, and not advocating any violence - for that would be illegal.  I'm merely informing you of your rights to protect yourselves from people that are slowly intentionally poisoning you through controlled, modified environmental toxins;  stealing your money to treat it, ruining the quality of life of you and your family, and presently ending your life prematurely.  Americans that get up every day to "create and build" produce the wealth of the United States.  The criminals just mentioned do nothing but allocate, transfer and steal the wealth you provide.  For the last decade,  they've chosen to use advanced genetic bioweapons technology to make you sick; steal your wealth through an extortionist  medical system: and end their accrude pension obligations to you.  THis "system" was created and implemented from the wealth you provided, by bribing legislatures to allow it and avoid prosecution through a corrupt legal industry.  I simply don't agree with it; no sane individual would. 

As I stated previously, the laws and false programs to aloow this are right before you.  You simply need to look - then assimilate and act to remove these people.  Former US Navy Seal, professional wrestler, actor, Mayor and Governor Jesse Ventura just published a book: "Don't Start the Revolution Without Me".  Governor Ventura was an independent candidate and won to become Minnesota's Governor.  He turned down running for a second term because he claimed our government was "crazy".  He moved to Baja, Mexico.  When the American public, the "sleeping giant" if you will, hopefully wises up....... I hope they give Governor Ventura a call, and me as well. 

There is no way the "system" now would ever allow me (or any intelligent, honest person like me) to become Governor. The Police and FBI spent four years stalking, defaming, and documenting rhetoric and lies about me as soon as I started trying to file government corruption charges;  while they committed practically every crime in the book by doing so.  I'd be poisoined again, or another "accident" would be arranged before the truth of what I witnessed and the government reprisal against me was ever made public through the mass media. 

There is no civil or criminal recourse for industrial crimes, it's all obstructed.  The Second Amendment provides the right to ordinary citizens to bear arms to protect the Constitution of the United States from those who would conspire to overthrow it and pass legislation to harm it's individual citizens or the national security of the population in the aggragate.  Given what I know as the true perception and reality of this country, I'll proudly stand on the front lines with Jessie under the protection of the Second Amendment to remove these treasonist, terrorist fascists in our government. 

These corporatist terrorists which have taken control of our government through the propaganda of a controlled media and fraudulent elections. They have intentionally destroyed our US infrastructre, economy, healthcare, educational system, legal system, productivity, jobs and security  - and wiped their butts with the US Constitution in doing so.  They have taken the wealth of this country and placed it in their pockets.  Go ahead and live in denial while you rush home from work to take little Suzi to her dance lesson or little Johnny to his soccer practice, but when......

You lose your job because of outsourcing, "free trade" agreements and mega-corporation mergers

Your son or daughter graduates from a public high school and still can't fluently read or use deductive reasoning because of lack of educational funding and dictated educational policy to keep them stupid

You or a loved one gets chronically ill due to environmental bioweapons development or an "occupational" health experiment; your doctor refuses to state the cause and the insurance company refuses to cover your illness (if you still have  insurance after losing your job, and it isn't denied because you are chronically ill)

You understand that your doctor can't cure, but only treat your illness because the "cause" is still there (intentional food, water and air toxins)

You approach law enforcement with a capitol crime and they refuse to look at evidence or take a report

You watch a hired attorney malpractice you to hide the truth and protect corruption that feeds the "legal" industry business 

You watch a judge ignore (and break) the law to protect the "integrity" of a legal system which has none, in order to hide additional crimes

You question your representatives for passing ridiculous or "systematic" criminal, unconstitutional  legislation, and they refuse to answer

You realize that NORAD protocal practiced to respond in five to ten minutes in the case of a domestic hijacking doesn't just "not show up" for an hour and a half to a actual hijacking; it's treason to leave the US airspace unprotected; the nose of an airliner doesn't fly through skyscrapers without sustaining any damage and then evaporate in a two second fireball; and skyscrapers are built specifically not to imploded themselves

You understand you watched Congress approve over a billion dollars to develop "bird flu" vaccines "in secret" to lethal virus that don't exist (nor probably never will by nature); but failed to realize that vaccines can't be devoloped without the actual leathal viruses being developed in a lab first 

You find out that the audio tapes "suggested" by the media to be Bin Laden were faked; it was proven in Europe; and you were never told 

You wake up one morning and the United States is under martial law with passport restrictions to cross local international borders; you can't afford to drive because of the cost of insurance and gasoline; there is security at your Amtrak stations monitoring your mass transit travel; "Homeland Security" has to approve your boarding pass to get on a domestic flight; you are required to have a "National ID" to simply conduct any normal transaction or travel; and the state National Guard and private mercenaries (like Blackwater at Katrina) are on street corners for "your" protection in a declared false-flag "state of emergency".  Don't be shocked, but most of this legislation is in place, and the rest is in progress

You accept  the fact that the invasion and illegal occupation of Afghanistan is about reestablishing heroin production and control eliminated by the Taliban, and a new oil pipeline; and the invasion and occupation of Iraq is about control (and theft) of the Iraqi reserves and thus the inflated prices for world oil.

You realize the US taxpayer is supporting our troops and the enemy, and the corporatations and government are frauding the national debt from both sides.  Al-Queda means "the base" - the term used by Bush to express the corporate foundation of his support, and the term given to American CIA and British MI divisions regarding Bin Laden and other " assets supported to oust the Soviet Union from Afghanistan.  Now the US funds corporate mercenaries to covertly start firefights in residential areas by sniping a few of our soldiers and plant IEDs, and then leaving to return to their corporate compounds to have a beer and collect their $600 a day.  The American soldiers return fire; "clear the sector" by killing innocent men, women and children in the open; and making new enemies for another day from the pissed off family survivors of the Iraqi and Afghanistan residents.

When you wake up to the fact that the US government, rich capitalists, and corporate executives are the real fascist terrorists; and that you and your family aren't safe economically or physically with today's technology in the hands and control of such greedy sociopaths.............  then I hope you find the courage to do what must be done to restore our US Constitution, your safety, and regain the respect of the United States as a moral country and world leader.  

When the revolution starts, don't just call Jesse; call me also. It's the only way "change" is going to occur in this country.  It's a fact that all three major party Presidential candidates and two Missouri gubernatorial candidates have long been inbedded in the 'System" and responsible for the corruption and present shape that it is in.  Our present government rules by lies and force, and it's the only thing these people  understand. All are guilty to some extent; many are already guilty of crimes punishable by death - so they are not going anywhere willingly and letting those that would prosecute them for their crimes and remove their illegally gotten wealth into power.  Again, I advocate no violence - but it appears the only solution in a factual world to remove such lying, murdering, thieving sociopaths such as are in power now; and the intelligent, honest and moral will never be allowed to be elected again unless they are.  I hope I've helped inform you enough to trigger the thought to share the logic of the reality of what has eluded you up to now - for whatever means.
